Remarks
Do not create a layer with this method. Instead, use one of the methods for
creating from classes that inherit from Layer: FeatureLayer,
ImageLayer or AcetateLayer. Use either with one of
their constructors, or a special method such as CreateSelectionLayer
or CreateBufferLayer in FeatureLayer.
