The ArcGIS Data Interoperability extension uses Safe Software's FME technology. The Feature Manipulation Engine (FME) Suite is an ETL (Extract, Transform, Load) tool for spatial data.

The ArcGIS Data Interoperability extension allows users to integrate spatial data formats into their GIS analysis. Users can directly use, import, and export many vector data formats. In addition, the extension provides the ability to model new customized spatial data formats based on built-in formats and transformers.

The Data Interoperability toolbox provides a set of tools to import any data format, or export to any data format.
