Creating an annotation group
Steps:
- Click Drawing on the Draw toolbar and click New Annotation Group.
- Type a name for the annotation group.
- Click OK.
Optionally, choose the layer with which the annotation group is associated and set a reference scale, or set the range of scales in which the annotation group is visible.

You can also create a new annotation group by right-clicking the data frame in the table of contents, choosing Properties, clicking the Annotation Groups tab, then clicking the New Group button.

You can associate an annotation group with a layer after you've created it.

An annotation group is automatically created for you if you convert labels to annotation, choose the In the map option, and enter a name for the group that doesn't already exist in the map.
