Licensing the Service Editor
You can install all the components of ArcGIS Image Server separately or on different computers. Although these components can be installed on different computers, they need to be on a common network so they can communicate with each other.
If you are installing the components on different computers, you need to identify those computer names on the Server Configuration dialog box for each of the components' allow lists. For example, on the Server Configuration dialog box below, Server manager allow list has two computer names that will be allowed to access this server configuration. A comma is used to delimit the computer names. Service provider allow list uses an asterisk (*) to specify that any computer can be a service provider for this server. Service editor allow list shows only one computer name, thereby limiting image service definition editing to that machine.
When you install only the Service Editor component, you can provide a license file and follow the direction using the dialog box that appears; however, you are not requested to provide a license file. This is because the licensing remains with the server component. Therefore, when you use the Image Service Definition Editor toolbar in ArcMap to create or edit an image service definition, you should point it to a running and licensed server.
Be sure that the computer name where the Service Editor is located is listed in Service editor allow list on the Server Configuration dialog box.
