The Wind Rose Report template is missing or corrupted.

Solución

Verify that the Wind Rose report template is located in its proper folder ...Program Files\ArcGIS\Business Analyst\Datasets\Report Templates\Wind Rose. If the report template is missing or corrupted you can copy the original template directly from the Business Analyst installation DVD.
