Sets DEFAULTPRECISION in a SE_SERVERINFO object

This function sets the DEFAULTPRECISION value in a SE_SERVERINFO object.

The default value for the DEFAULTPRECISION parameter in the SERVER_CONFIG table is 64-bit, which means spatial columns can store 64-bit geometry.

This parameter can be set to 32-bit integer precision instead, in which case spatial columns will not be able to store 64-bit geometry.
