Applying transparency to polygon layers
The Apply Transparency to Polygon Layers tool applies a specified transparency to all polygon layers. This allows you to view underlying imagery through the polygon layers without having to adjust transparency for each polygon layer.
Steps:
- Start ArcMap.
- If necessary, load data in the map.
- 
If necessary, add the Apply Transparency to Polygon Layers  tool by doing the following:- On the main menu, click Customize > Customize Mode.The Customize dialog box appears. 
- Click the Commands tab.
- In the Categories list, click Production Mapping.
- Click and drag the Apply Transparency to Polygon Layers button  to a toolbar. to a toolbar.
- Click Close.
 
- On the main menu, click Customize > Customize Mode.
- Click the Apply Transparency to Polygon Layers button  . .The Transparency dialog box appears.  
- Type the transparency that you want to apply to the layers in the Percent (%) text box.
- Click OK.The Transparency dialog box closes. 
All polygon feature layers are redrawn with the transparency percentage that you specified in step 5.
