Description

The network dataset could not be opened to create the network analysis layer.

Solution

Make sure the path to the network dataset is valid. If the network dataset is stored on a network share, make sure the user of the process ( for example, the SOC user in ArcGIS Server) trying to access the network has appropriate permissions to access the network dataset.
