Description

A file cannot be written to a target folder. This could be a user-specified folder, or it could be an ArcGIS Server directory if you're performing an operation on a remote geodatabase accessed via ArcGIS Server.

Solution

Ensure the output directory exists and is writable. If working with a remote geodatabase via ArcGIS Server, make sure appropriate permissions have been set on the ArcGIS Server output directories. See About server directories for more information about ArcGIS Server directories.
