000019 : Annotation feature classes are not linked to the same feature class

Description

When appending feature-linked annotation feature classes, they must be linked to the same feature class; if they were not, the relationship class would not be able to update the annotation once they were appended, as the related features would not exist for the unlinked feature class.

Solution

Only append annotation feature classes that are feature linked to the same feature class to maintain the feature-linked relationship.
