000018 : Source annotation feature classes are not within the same feature dataset

Description

The annotation feature classes to be appended must reside in the same feature dataset.

Solution

Using ArcCatalog, edit the geodatabase so that the annotation feature classes are in the same feature dataset or at the root of the geodatabase. You can move the annotation feature classes in ArcCatalog using copy and paste or the Copy Features tool.
