000017 : Failed to add properties to the output annotation feature class

Description

Annotation schema properties cannot be set for the imported or appended annotation feature class. ArcGIS cannot get an exclusive schema lock on the data because it is being accessed by another application.

Solution

Close other connections to the data and try again.
