A map layer in your ArcMap document is not supported for use in basemap layers or optimized map services.
Solutions
- Use one of the types of map layers that are supported for basemap layers or optimized map services.
- An alternative approach is to remove the unsupported map layer from your ArcMap document.

Some map layers are quite advanced and are used to display intricate cartography. Maps containing these layer types tend to render more slowly. Many types of ArcMap layers are not supported for basemap layers or optimized map services because they draw slowly.

- Mosaic dataset layers

- Topology layers
- Coverage annotation layers

- CAD feature layers
- CAD annotation layers
- Network layers
- Terrain layers
- ArcIMS layers
You can convert your unsupported map layers to one of the supported map layer types listed above. For example, you could convert a coverage annotation layer to a geodatabase annotation layer.
