How to center the globe view using the camera target
Follow the steps below to center the ArcGlobe view on a particular 3D location by setting the camera's target position.
Steps:

Click the Center On Target
command on the Tools toolbar.
- Click the location you want to occupy the center of the globe view.
The point you clicked is moved to the center of the view.

You can look to a new target when using the 3D Navigate tool
by pressing CTRL and clicking the pointer.
