The Parcel Fabric Management toolset contains a tool for upgrading an existing parcel fabric to the latest released version of ArcGIS.

Upgrade Parcel Fabric	Upgrades an existing parcel fabric to the latest released version of ArcGIS. An existing parcel fabric is upgraded to take advantage of the new parcel editing functionality available in the latest released version of ArcGIS.
