ArcGIS API for Flex Version 2.5 is based on Flex 4 and Flash Builder 4, and works great with the Adobe Flex 4.6 (and 4.1, 4.5, 4.5.1.) SDK. It works with ArcGIS Server 9.3 and above. See also our system requirements for the ArcGIS API for Flex.
