Description

While processing the spatial weights matrix, an ID for a neighbor feature was encountered that can't be found in the input feature class, and consequently, the neighbor relationship is being skipped.

Solution

Use the Generate Spatial Weights Matrix tool to create an updated spatial weights matrix file.
